The ipcore + Xilinx PS project is realesed on the BSD 3-clause license; Linux stuff is of course GPL.
There is a Linux driver for the ipcore, LCD timings are configurable inside the devicetree.
As for the question above about 17", well the size does not really matter, what does is the resolution - if it is higher, everything will be slower.
Linux should work without a problem, but software OpenGL/EGL would be too much (note that this ipcore is not a 3D accelerator, but a simple framebuffer LCD driver).

Not being a hw aficionado. Are there limitations on the lcd this board + gpu would be able to steer ? If i'd want to build a tablet-ish 17" thing would it be doable ?

This is taking a tad longer than expected since we are quite swamped with projects, but we made an important milestone - all the files necessary to reproduce the board are now released on GitHub under GPL, so we can officially say the board is open hardware!

As for the GPU, this is work in progress, don't worry, it will be there when it is ready. I will unveil more details when I can.

The LCD board+Android was tested together this week and yes, you guessed it, it works - see it smile as Parallella gets Android support!

As for the IPcore used I did write it before - it is our own IPcore which will be opensourced.
The LCD we used has I2C touchscreen signals in the pinout. We will share the LCD model we used with everything else.
We will proceed to cleanup the SW and board files we have now for publishing, since we know the whole stack works. Stay tuned!

Because you are using only 2 connector, isn't better to have the board that end in the middle of the parallella board and maybe come out on the ethernet side ?
Another curiosity is the estimated performance... if i get right this expansion board is provided with a basic gpu... which one? will be gpu opensource?
will the board provide the inverter and the power for the backlight of the lcd panel or just the lvds signal ?

I was trying to get lcd panel working with an already opensource board but ther's no gpu just a translation from hdmi to lvds from chalkboard... I don't know if you may find something interesting in theyre products and datasheet.
At the moment i wasn't able to get it run cause some adapter incompatibility.

just another thought about lcd... i´m troubleshooting (with no success at the moment) an lcd panel with touch interface, does your board support touch option or just bring out the gpio from the pboard ?
