This is an instruction that exists in CGEN and has a slightly different encoding from NOP.

A woeful hack to make the hardware loops work the week before the tapeout. It's produced by the align instruction, indicating that successive "nops" skipped in one clock cycle (up to 3). Only used by the hardware loop circuit. Please don't make me explain this instruction more than that, I wish it didn't exist...
