Windows write should work fine - but make sure you do the additional steps of copying the three files to the BOOT partition (making sure they are the correct files)
parallella.bit.bin (comes with another name and should be renamed)
uimage
devicetree.dtb

Also - you see two LEDs, are they both on solid?

Last - if the system is booting, then it will request an IP address from your router and you can find the IP address, SSH into the board from another machine and then look at the boot logs to see if it identifies any problems.
