What is your specific problem? To me, everything looks perfectly fine.

If you call "epiphany-elf-gcc" and you get a response, then your compiler is found. You should never run the compiler with sudo.

my trouble was with IDE, it does not appear, then I realized that eclipse is not included in the newest version of epiphany sdk.
How do I install eclipse ide for epiphany development?

You don't.

The Epiphany compiler is just a cross-compiler, so you can configure Eclipse accordingly.
Since I don't use Eclipse, I can't help you with it, sorry.
