This article makes a very long point of analogy that seems relevant to the NOC/scratchpad idea of the epiphany architecture.
I think he's basically claiming by analogy from the way networked databases have evolved (with RAM being caches for disks), that CPUs would evolve to a point where caches become explicit memories.
