I would suggest sending an email to support@adapteva.com explaining the problem, as they may want you to try a few things before deciding to RMA the board.

The PSU looks like it is to spec, but we ask because we have seen many PSU's that do not live up to the specifications and cause issues. Try another supply if you have one.
When you plug the board in, does the green LED come on?
Does the board show any signs of booting or life? Can you connect a UART serial cable to the Parallella?
The Parallella board has a three pin 3.3V UART header located next to the RJ45 connector. The RXD pin is an input to the board and the TXD pin is an output from the board. The default UART configuration is as follows: (BAUD_RATE=115,200, DATA_BITS=8, STOP_BIT=1, PARITY=NONE, FLOW=XON/XOFF)

When the board boots, if the SD image is complete, the board will boot and activate the HDMI (screen will light up) and the serial port will get power (connecting a mouse will light the LED in the bottom of the mouse)
try pressing the reset button a couple of times after boot and see if this changes the behavior.

I had tried 2 different power supplies but did not post the pictures because I had returned them to my friend. The situation was the same with that 2 power supplies.

There was no sign of the board booting. I had serial connected as described. Nothing appears. Nothing on hdmi either. The green led does not stay on either. It flashes continuously.

If the LED is flashing then there is a power problem. If you are not seeing anything on the serial port, then the board is not even starting to boot.
Do you have access to a really good lab supply or can you measure the power on the board?
