Is there any way to "turn off" the board?

Hi, does the board have to be turned on (connected to power source) at all times? And if so, does the fan have to be on at all times as well?

Sorry for not being clear enough.

So, to summarize, after I use the "sudo shutdown -h now" command, I wait a little bit(around 5 minutes?), and then I can pull the plug(remove power source) on the board and the fan?
