Does anyone know of blackjack card program preferably written in c 99.

I know of some that are not very well written and do not have options likes splits, double down and surrender.

It would be nice to have the source code that includes those options mentioned above.

Any help appreciated.

Many years ago, I wrote a blackjack program using Delphi (Pascal variant) and it ran on Windows.

Yes, I have the source code. The program only does doubling down. Never gotten around to writing the splitting code. What do you have in mind?
