So there's the idle timing mode that only counts down while the processor is in idle mode. But I'm curious if the clk mode always counts down, even while the processor is in idle mode, or if it only has effect while the processor is fetching instructions?

When counting clock cycles, the timer counts every rising edge of the clock irrespective of the CPU operating mode.
