System registers and reserved bits

The manual says that reserved bits in registers should be written as 0. I'm wondering if this is universally true for every single system register, and whether writing a non-zero value should trigger some kind of exception, or do something else entirely? (Maybe just nothing?)

Writing non-zero values to reserved bits may cause some undefined behavior or it may have no effect at all. We ask that user respect these restrictions to make it possible for us to add new behavior in those slots in the future.
