Are the set any point (other than during normal countdown) by the hardware? Or is the assumption that software will reset the registers before starting a countdown?

The ctimers are reset to "0" by the hardware reset, but since the timers count down software should set the timers to some large value, like 0xFFFFFFFF before starting the count.
