can I run Blender and bge games on this?

If I buy a parallella can it run Blender? The Blender game engine?

I have a very low budget, but really need to get back to leading a open source project.

It will "run" but probably not do what you want.
The rendering engine has not been ported to the epiphany so it will be using the arm cores.
As for the game engine. you might be able to use it with the gl streamer framework.

What do you mean by not what I want? Like not fast? I don't want to.do.anything but develop games

Since Blender does not yet have support for Parallella's floating-point accelerator, everything will be running on the ARM cores, so it is going to run slower than it would on a modern laptop or desktop. Also, if you were planning on running the Blender GUI and not just the renderer, you should bear in mind that Parallella does not presently have a GPU*.

* - it's possible that GPU-like functionality may be added to Parallella's FPGA in the future, but as of now it has a framebuffer without hardware acceleration.
